纯化水系统温度和微生物的关系

WHO关于水系统指南，有下述两句话：
Production of purified water
1. Ambient-temperature systems such as ion exchange, RO and ultrafiltration are especially susceptible to microbiological contamination.
2. control of temperature in the system by heat exchanger or plant-room cooling to reduce the risk of microbial growth (guidance value < 25 °C)
从字面上理解，这两句话有冲突。大神们能不能帮忙合理解释下，这两句话中温度跟微生物的关系。
