有谁对欧盟法令比较了解的？ 2001/83/EC、2011/62/EU、 2003/63/EC 是什么关系？amend这次词在这里是修订？还是修正？还是增补？

EUDirective 2001/83/EC as amended by EU Directive 2011/62/EU with respect to thequality assurance of the APIs.
Commision Directive 2003/63/EC of 25 June 2003, amending Directive 2001/83/EC of the European Parliament and of the Council on the Community code relating to medicinal products for human use.

修订；2001/83/EC是欧盟API和人用药共用的法规；2011/62/EU是API由2001/83/EC修订为此的法规；2003/63/EC是人用药由2001/83/EC修订为此的法规。

请问大侠这三个法令都是有效的？还是修订后替代的关系？
