生物制品的起始物料是什么？

请教：

细胞培养的生物制品的起始物料是什么？是细胞库吗啊？法规处出是哪里？
ICHQ11是这样的写的：“细胞库是制造生物技术原料药及一些生物原料药的起点。在某些地区，其被看作物料来源；在其他地区，则被看作起始物料。见指南ICH Q5A、Q5B及Q5D。”，但是我在Q5里面病没有找到。

STARTING MATERIAL :Any substance used in the production of a medicinal product, but excluding packaging materials. 根据这个定义就是所有的东西，包括细胞，培养基，补料等等。

你好，在Q7a里明确说起始物料是细胞库吗 ？
找了却没有看到。
